Am I required to notify the Sacramento County, Environmental Management Department, Hazardous Materials Division (HMD) of my hazardous materials/waste activities and, if so, what forms should I submit?
 

Generally, a business must notify HMD if "reportable quantities" (55 gallons, 200 cubic feet, or 500 pounds or more) of hazardous materials are used or stored on site. In addition, a business is required to notify HMD if ANY quantity of hazardous waste is generated or stored on site.

BERC has developed a Flow Chart (Plan Part A & Plan Part B) to help you determine the forms you are required to complete and submit to HMD. In addition, within the Business Assistance Section of this web site there is further information regarding Hazardous Materials and Hazardous Wastes.

 

I am a business that generates small quantities (less than 27 gallons or 220 pounds per month) of hazardous waste. Is there an alternative to contracting with a hazardous waste hauler for the collection and disposal of the waste that could also save my business money?
 

Very likely. The Permanent Hazardous Waste collection facilities for local conditonally-exempt small quantity generators (CESQGs) of hazardous waste are located at:

  • City of Sacramento Solid Waste Division (SWD): 8491 Fruitridge Road
  • Sacramento County Department of Waste Management and Recycling (DWMR): 4450 Roseville Road

Generally, Sacramento City and Elk Grove businesses utilize the SWD city facility while County businesses use the DWMR facility. However, if one facility is more convenient than another feel free to contact the appropriate facility to see if your hazardous waste will be accepted.

Wastes accepted include:

  • Acids
  • Cleaners
  • Oil-based and latex paints
  • Paint thinners
  • Brake and transmission fluid
  • Antifreeze
  • Motor oil
  • Gasoline and other flammable materials
  • Pesticides
  • Small aerosol cans
  • Car and household batteries
  • Needles and syringes
  • Propane tanks
  • Fluorescent tubes
  • Mercury thermometers

Please note that the CESQG programs require that:

  • Businesses must schedule an appointment prior to arriving at the facility
  • Businesses generate no more than 100 kilograms (approximately 27 gallons or 220 pounds) of hazardous waste per month
  • There are limitations on the types of hazardous waste accepted.

I have a business with excess or out-dated materials, materials that we no longer use, process by-products, and/or hazardous waste. Are there any programs designed to find businesses that may be able to utilize these materials/wastes in their processes?
 

Yes, there are programs designed to assist businesses in finding markets for their old, outdated, excess materials, and/or wastes.

The California Integrated Waste Management Board (CIWMB) has developed a service called the California Materials Exchange program (Cal-MAX) to help businesses, industries, and institutions find in each other a source for reuse and recycling.

The Department of Toxic Substances Control (DTSC) provides a service to hazardous waste generators known as the California Waste Exchange that attempts to bring them together with other businesses that can use the waste as a product material.
