ABOUT THE BERC FOOD SERVICES PROGRAM

  PERMIT ASSISTANCE CENTER

   

The BERC Food Services Program consultative services help businesses understand and comply with air quality, hazardous materials/waste, wastewater, stormwater, and solid waste regulations. Several of the BERC staff members are Registered Environmental Health Specialists (REHS), with years of experience in actually inspecting retail food facilities such as restaurants, grocery stores, and mobile food vehicles. In addition, general help and agency contacts for questions regarding zoning, planning, building inspection, and fire code requirements can be provided. If you are uncertain which regulations apply to your business, or if your operations require permits, BERC can provide you with the information needed to make these determinations. In addition, BERC can provide the names of pertinent contacts at those agencies likely to be involved with your operations, saving your business the time and expense of contacting extraneous agencies.

To date, over 10,000 businesses that are located in, doing business in, or seeking to locate to the Sacramento area have benefited from BERC’s economic development services.

 

  FREE AND CONFIDENTIAL SERVICE

   

BERC provides free and confidential consultation and information on the environmental regulations that apply to your business in Sacramento County. BERC's consultation is designed to help you obtain required permits as quickly and smoothly as possible – with no surprises – and save you money. BERC is particularly helpful to businesses expanding or relocating to the Sacramento area. We can provide such services as:

  • Regulatory/technical consultation
  • Identification of permitting requirements and the associated fees
  • Provide location (siting) assistance and incentives to businesses in Sacramento County
  • Facilitation between business representatives and appropriate agency staff to simplify and expedite the permitting process
  • Identification of pollution prevention opportunities

  POLLUTION PREVENTION INFORMATION SERVICE

   

BERC can help businesses improve their bottom line by assisting in the identification of potential pollution prevention measures and provides suggestions on establishing and implementing cost-effective pollution prevention programs. When implemented, pollution prevention measures can help businesses decrease regulatory requirements and compliance costs, increase process efficiency, improve workplace health and safety, reduce waste disposal costs, and enhance environmental quality.

Each year since 1995, BERC has coordinated and hosted the Sacramento County Pollution Prevention Awards Program, an annual ceremony that honors Sacramento County businesses who have demonstrated environmental excellence and proactive leadership in our community.

 

  BUSINESS ADVOCATE (OMBUDSMAN)

   

BERC can help you get answers quickly and avoid: 1) penalties for non-compliance; 2) costly delays in construction or renovation; 3) the purchase and installation of non-compliant equipment; and 4) a host of other expenses that can occur when you are unaware of regulatory requirements. BERC’s business advocacy includes developing and facilitating education and outreach programs on specific regulatory compliance issues. We're also here to act as a liaison between business and regulatory agencies to help resolve issues that may develop. In addition, BERC has on numerous occasions facilitated meetings between the appropriate agencies and companies new to the Sacramento Area to clarify the requirements pertaining to their operations. BERC also acts as an ombudsman to help resolve complaints and disagreements. Our objective is to help both businesses and agencies arrive at equitable solutions.

 

  BERC BEGINNINGS

    BERC was established by Sacramento County in 1993 in response to the business community’s need for multi-media regulatory assistance (e.g., air, water, hazardous substances, waste). It is a joint project of the Sacramento Metropolitan Air Quality Management District, Sacramento County Public Works Agency, the Sacramento County Environmental Management Department, and the Sacramento County Planning and Community Development Department. BERC is a non-regulatory office and does not issue permits nor do we conduct enforcement inspections. Among other things, BERC was established to act as a neutral third party to help resolve issues between the business community and regulatory agencies.
